What is a Homeowners Association? There are three features that make a homeowners association different from traditional forms of homeownership.1. First is that you share ownership of common land and have access to facilities such as clubhouse, swimming pools and tennis courts that often are not affordable any other way. 2. The second is that you automatically become a member of a community association with all other homeowners and, as such, must abide by the association's rules and documents. 3. Third, as a member of the association, you will pay an assessment as determined by the Association's elected Board of Directors using an annual Budget, that will be your share and used to maintain the common areas and provide services such as landscaping, and professional management.
Community associations have the authority to collect assessments and to take legal action, if necessary, when members don't meet their obligations. In fact, associations have an obligation to all members to collect assessments to pay for the upkeep that ensures property value.

Deer Lake Homeowners Association Description "The HOA" In January 2006, Engle Homes, turned over the control of the Deer Lake Homeowners Association to the residents of Casa Del Lago. A five member volunteer Board of Directors, elected by homeowners, has the authority and duty to carry out the Homeowners Association business. Casa Del Lago is a deed-restricted community of 197 homes and operates as a Florida Homeowner Association. Homeowner associations place certain restrictions upon homeowners and is different than living a "non-association" residential community. When purchasing a home in Casa Del Lago, homeowners have agreed to become a member of the Deer Lake Homeowners Association and to follow the documents, rules and regulations of the HOA. This Association has recorded covenants and restrictions that protect all of us and ensures that our property maintains its value. Some of the rules have to do with safety and are mandated by the State of Florida. Others have to do with aesthetics; still others have to do with being a "Good Neighbor." These goals can only be achieved through everyone's cooperation. As a member of the Homeowner's Association, we encourage you to get involved, attend meetings, join committees formed within the HOA or run for a Board seat at the next annual election.

The Board of Directors and Community Management Company Association members - the Owners - elect Board Members that set policy and direct the affairs of the community. The Board members have the authority and responsibilities which can be found in the Deer Lake Association Governing Documents and must abide by the Florida Statutes which govern how Homeowner Associations handle the duties including contracting, overseeing service suppliers, management companies, attorneys and other professional services. The board may also appoint committees of members to help with such areas as clubhouse activities and architectural review decisions.
Boards rely on help and advice from skilled professionals like community association managers, attorneys with expertise in community association law, and accountants who understand the unique financial needs of community associations.

Deer Lake Master Property Owners Association Description "The POA" As a Casa Del Lago homeowner, you are also a member of the Deer Lake Master Property Owners Association. This non-profit corporation is responsible for the Conservation Areas including the wetlands, woods, buffer, and surface water management system that serves our residential neighborhood and the adjoining Cypress Walk Neighborhood to the south that is under development. This Master Association assesses our residential neighborhood and Cypress Walk once per year for the cost of maintaining the natural state of the Conservation Easement in accordance to governmental regulations, permits, and requirements of the South Florida Water Management District. In November 2008, the developer (Engle Homes) controlled Board was turned over to the current elected Board of Directors of homeowners. The new Board hired community management company, Schoo Management, to replace the prior management company, Family Property Services. The Budget and Assessment amount for entire year are approved annually by the Board of Directors. The Board approved Master POA Budget detail can be found on this website page.
Preserve Area Reminder:
The Preserve areas that are adjacent to many of the homes in our community are natural habitats designated by South Florida Water Mangement District as specified by our use Permit. They are maintained by our Association and residents of Casa del Lago need to understand that these areas are indeed preserve areas, and are expected to remain in their natural state, in perpetuity. Do not enter, trim, plant, cut or disturb these native areas in any way under possible penalty.

What is the HOA Architectual Review Board And How Does It Work?
The goal of the Architectual Review Board is to assure that all residential properties adhere to the strict aesthetic standards as set forth in the Architectual Review Board Guidelines, which are available on this website. These guidelines have been developed to assist all Casa del Lago property owners to maintain, and hopefully enhance the value of homes within our Community.
Homeowners wishing to undertake any modifications and/or improvements to their property or landscaping visible from the exterior must submit an ARB Request Form and receive approval by the ARB prior to initiating the project. ARB Request Forms are available on this website and available from the Schoo Management Office.
The Architectual Review board will review all requests based upon how the proposed modification contributes to and maintains Casa del Lago's Mediterranean-inspired architecture and ambiance. The ARB will respond to the homeowner in a timely manner.
Thank you for accepting the responsibility to work together to maintain the high standards of our Casa del Lago community.
This is only a Summary - the entire guidelines and application can be found in the next section The volunteer Architectual Review Board has the authority to review and approve all changes to the exterior of homes including landscaping changes requested by Homeowners. Our rules require that a homeowner, desiring to make a change to their exterior appearance of their home or yard, submit an ARB request that specifies the change that is being made. This ARB request will be reviewed by our HOA volunteer ARB people and approval or denial with reasons stated will be returned to the homeowner. No change to the exterior of a home or yard can be made prior to receiving an approval. For a complete explanation, please review your current Deer Lake Homeowner Association Declaration documents and the Board approved Rules and Regulations.
ARB Form Must Be Filled Out by Homeowner For example, an ARB request form plus supporting plans, documents or drawings must be filled out for any proposed changes prior to adding or moving a tree, painting the house or front door, adding new pavers, adding a swimming pool, installing curbing, changing exterior lights, or putting a playset in the backyard.

ARB Timeline Info Once the application is received by the ARB, the request will be processed as quickly as possible. ARB committee meetings are held as needed. Each application will be reviewed within 30 days of receipt.
